The assignment of this Macao Health Code is to assist the people of Macao in keeping their general wellbeing by means of a series of assessments and therapeutic modalities based on the International Statistical Classification of Diseases and Health Problems used globally. The main areas covered in this syllabus are'Thematic Management','Cerebral Palsy and Its Prevention','Maternal Health and Community Development',''Meningitis and its Remedy' and'Rheumatic and skeletal ailments'. The key concepts driving the evolution of the syllabus are: the recognition that human differences and individual causative agents ascertain individual answers; the significance of community-based caution instead of institutional care; the interdependence of individuals; and the importance of interdisciplinary studies. The primary sources found in this syllabus would be the MACao Health Code, WHO International Classification of Diseases, World Health Organization, along with the Joint Commission International's Global Burden of Disease study.
There are eight major focus areas included in the plan of this Macao Health Code. The first focuses on early identification and prevention of ailments. This area addresses the observation of Hong Kong residents' food consumption throughout the weekdays and the times after meals in addition to the frequency of intakes of drinks other than water in home and at the office. The second area focuses on the evaluation of micronutrient intake as a basis for nutritional evaluation of the macao Hong Kong inhabitants. The third area addresses the evaluation of calcium and vitamin D from urine samples in addition to blood samples.
The fourth area focuses on the monitoring of serum antioxidant aspects. The fifth focuses on the observation of blood pressure levels and blood sugar levels. The sixth concentrates on observation of the CADR or the Chinese Crested Currency Rate. The seventh focuses on the instruction of the contact details of the Hong Kong resident's household and contact numbers of their personal health practitioners and their corresponding practices.
The Macao Health Code also contains the provisions for the instruction of emergency medical care. It stipulates the location of their nearest hospital with an emergency department. The emergency medical care of the Hong Kong residents is offered by the closest hospitals as listed in the emergency area. To be able to facilitate the documentation of the individual's condition, the designated health officer of the community is required to accompany the patient into the hospital. The emergency room physician in Hong Kong can give instructions or refer the individual into the right specialist. In the event the hospital is not listed in the emergency room, the local doctor may offer instructions.
To be able to ensure the Macao Health Code is observed, a Macao Health Declaration form has to be available locally. This type is obtained from the local government office and affixed to the door of the house of the resident. The form comprises the private information of the resident and contact numbers of their loved ones and immediate relatives, in addition to the contact number of the nearest physician in the area. If a resident is hospitalized, his hospitalization report is generally attached to his private declaration form. In the event of minor children, the doctor ought to be contacted immediately so that the child can be returned to the home in 1 piece.
The digital health declaration form can be collected at any of the Health Ministry offices on the date indicated on the form. On collecting the form from the Health Ministry office, it is stamped with the seal of the Health Ministry and forwarded for signature by the applicant. The applicant may then proceed to sign the electronic health declaration form and return to the concerned local Health Department for verification. On receipt of this signature of the applicant, his case is verified and his certificate of eligibility is issued.
